SkyBlue are currently recruiting for a Regional Support Manager on behalf of our client, Gov Facilities Services Ltd.

The main purpose of the role is to take ownership of the operational management and delivery of all facilities management services delivered within their area which could be either a large complex site, across multiple sites or for an operational specific project. This includes management of the client interface, using a collaborative approach, to ensure that a consistently strong relationship is maintained.

Duties Include but aren’t limited to;

  • To manage the client interface within a Site or group of Prisons; ensuring a high profile in the day-to-day running of the sites.
  • To manage excellent relationships with our site managers, clients, suppliers and other partners within a region.
  • Carry our programmes of governance assurance to ensure establishments meet the statutory and mandatory obligations, advising the RAD, PSMG and Governors where action is required.
  • To performance manage across teams and service lines, reporting on and monitoring performance.
  • Act as liaison between the establishment, the RAD and the project delivery group on major projects (over £150k) and act as Project manager on regional projects (under £150k).
  • To ensure that the operational aspects of their area are delivered in accordance with the SLA by an agreed programme of qualitative checks and controlled measures.
  • To control risks and issues escalated at a site-level and put in place appropriate mitigation and resolution plans.
  • To Oversee and manage the site and service inspection tours to monitor, analyse and evaluate against quality standards.
  • To manage the people resources effectively and efficiently to deliver the required services.
  • Manage delegated budgets in compliance with the Finance, Procurement and Materials Management policies when required.
  • Validate the flow of information and data between Estates business support and the establishments.
  • To visit sites and facilitate regular customer forums and meetings with key stakeholders as appropriate.
  • To support customer and company audits ensuring optimum results are achieved..
  • To set objectives for direct reports and review bi-monthly.
  • Contribute to the preparation of the establishment contingency and emergency plans and ensure implementation.
  • To step in to cover the role of Cluster Manager when business requires it.

Successful Candidate Attributes;

  • All candidates are subject to security and identity checks prior to taking up post.
  • All external candidates are subject to 6 months’ probation.
  • All staff are required to declare whether they are a member of a group or organisation which the Prison Service consider to be racist.
  • Completed a recognised apprenticeship in a facilities / building services trade, and have over two years of recognised experience and specialist skills as a manager in the facilities sector (NVQ level 3 or HND level qualification desirable).
  • Planning and Project management skills.
  • Proven analytical and financial management acumen with demonstrable commercial experience.
  • Ability to manage and understand effective use of resources.
  • Change Management and ability to drive change.
  • IT skills including knowledge of Microsoft Office Excel and Word.
  • Minimum of 2+ years’ management experience, including the management of first line managers.
  • Previous knowledge of working in the Prison / Secure Environment / Military / Health Sector desirable.
  • Management of budgets, change and third parties.
  • IOSH Managing Safely / NEBOSH Certified.
  • Up to date First Aid at work Qualification desirable.

To be able to work for our client, it is essential that you have the ability to pass the Enhanced Level 1 (EL1) or Enhanced Level 2 (EL2) HMPPS Security Vetting process. If you are successful at interview, then this will involve attending a separate appointment at the prison.

We have an exciting opportunity for an Engineering Supervisor (Mechanical Bias) on behalf of our client Gov Facility Services Ltd. The environment can be a challenging but rewarding one and due to high demand of work this will be a long-term opportunity for the successful candidate.

Both temporary and permanent candidates working for our client have been identified as key workers during the Covid-19 pandemic, due to the critical work that they undertake to maintain the prison estate.

The stability and security that they can offer is now more relevant than ever.

You will be required to manage a team of operatives to ensure a compliant and professional, cost effective service is maintained. To act as an interface between the operative team and the client and to report issues arising to the relevant line Manager.

Principal Accountabilities:
- Responsible for service delivery of operative team
- Assist with the recruitment and supervision of staff
- Support team members
- Produce rotas for the operative team
- Proactive reporting of all Health and Safety issues
- Manage the issue and upkeep of PPE to the team
- Ensure that the operative team are appropriately dressed at all times whilst on duty.
- Manage stock levels and equipment
- Conduct job chats with the operative team to identify training requirements.
- Assist in the preparation of the payroll
- Liaise with the client to ensure customer satisfaction with the service provided

Specific Accountabilities:
- Supervise mechanical engineers in achieving KPI passes in planned and reactive maintenance
- Responsible for fault finding investigations and proposals for resolutions
- Regular review of engineering processes and procedures to seek continuous improvement
- Implement quality control mechanisms to ensure planned and reactive works are being carried out correctly
- Instil clean and tidy standards throughout the team, in particular, engineering stores and plant rooms
- Accurate and regular upkeep of specific compliance logs

Once in the role, you will have the chance to apply for other roles within the prison.

• Searching buildings 
• Vehicle checks
• Radio handling

Requirements:
• No qualifications or previous experience is required as full training will be provided by the site. However, it is essential that you are able to communicate effectively as you will be liaising with contractors and your team on a daily basis.
• You will be confident and possess good people skills
• Must be vigilant and aware of your surroundings
• Good attention to detail
• Willing to work full time hours 39pw

Duties will include but won’t be limited to:

  • Complete ownership of the operational management and delivery of all facilities management services delivered within his/her remit which could be either a large complex site or across multiple sites.
  • Manage the client interface within a Site or group of Prisons; ensuring a high profile in the day-to-day running of the sites.
  • Provision of a consistently strong link with clients to address any concerns.
  • Manage excellent relationships with site managers, suppliers and other partners within a region.
  • Line manage and support Site Managers to ensure that they are appropriately equipped to deliver effectively.
  • Performance management across teams and service lines, reporting on and monitoring performance.
  • Ensure that the operational aspects of his/her area are delivered in accordance with the SLA by an agreed programme of qualitative checks and controlled measures.
  • Develop and implement performance strategies and improvement plans to drive continued performance improvements across all sites within the assigned region.
  • Control risks and issues escalated at a site-level and put in place appropriate mitigation and resolution plans.
  • Ensure compliance with all statutory, Health & Safety, security and relevant company and client policies.
  • Ensure control of spending and manage budgets through effective financial management.
  • Lead, recruit, develop and retain staff to deliver services in the most efficient and effective manner.
  • Visit sites and facilitate regular customer forums and meetings with key stakeholders as appropriate.
  • Set objectives for direct reports and review bi-monthly. Ensure same approach and mechanisms for all staff within area of responsibility.
  • Attend any training required to fulfil the Senior site manager’s role.

Requirements for the role:

  • Experience within the Facilities Management sector and technical service delivery, ideally gained within either a secure environment, prison, military, government, health or similar sector.
  • Demonstrable managerial experience, including the management of first line managers
  • Financial management and budgetary experience
  • IOSH Managing Safely / NEBOSH Certified
  • Planning and Project Management Skills
  • Knowledge of risk and compliance

● Undertake staff appraisals providing relevant performance information to Line Managers 

● To take accountability for the effective management of the tool inventory and maintain security standards within the work area 

● To take accountability for ensuring compliance with health and safety legislation and company policy including undertaking the role of Fire Warden and/or First Aider as required 

 

Skills and Abilities:

●Plumber qualified to C&G 6035 (Plumbing), C&G 6189 (Plumbing and heating) and NVQ level 3 in Plumbing or equivalent. 

● Five years’ experience as a plumber or equivalent 

● Must be familiar with and able to work to Water Supply Regulation and Control of Legionella L8 requirements. 

● Experience working on commercial or industrial heating and water or building services systems
